The HEB ISD Board of Trustees on a voice vote approved the district's 2025'26 compensation plan, a package that uses state House Bill 2 funding and local dollars to raise pay for classroom teachers and provide across-the-board increases for other staff.
The plan, introduced by district staff and presented for board approval, separates classroom teachers and teacher-support roles onto two distinct pay scales. According to district staff member Cicely (district staff member), the state'provided HB2 funding covers part of the increases but the district is contributing additional local funding to extend larger raises to all teachers.
The vote came after staff outlined the mechanics: teachers who meet the Texas Education Code definition qualify for specified increases tied to years of experience; the district will provide $2,500 for teachers in years 3'4 and $5,000 for teachers in year 5 and above as indicated by HB2, and the district will supplement those amounts so that all teachers, including those with fewer than five years'service, receive the relevant increase. For non-teacher classroom roles and other employees, the district proposed a 3% increase applied to the pay-grade midpoint.
Why it matters: board members described the plan as a major budgetary commitment. A board member noted the compensation plan represents approximately 87% of the district's budget as part of a broader spending picture the trustees consider when adopting the annual budget.
Key details presented at the meeting: - Teachers: District staff separated classroom teachers and teacher-support roles and published two distinct teacher pay scales so employees can see prior-year pay and the combined state and local amounts going forward. Cicely said the presentation was designed for transparency so employees can follow where they were paid last year and what they will earn under HB2 plus local supplements. - New supplements and stipends: The district added several supplemental stipends, including associate high school principals, class sponsors for juniors and seniors, a junior World Affairs Council sponsor, bilingual teacher assistants for specified programs, and additional Special Olympics assistant-coach stipends. - Support staff and others: Paraprofessionals, clerical staff, technical staff and administrative professionals were included in a 3% midpoint increase; part-time and temporary pay rates were updated to align with grade minimums.
District staff told the board the plan had been recalculated and reviewed in recent weeks to align with HB2 and to place positions in the correct pay buckets. The staff presentation thanked several internal employees for assistance with the classification work.
The board approved the plan after a motion and second; the recorded minutes show the motion passed.
The district also said it would provide additional guidance to employees who have questions about how HB2 and the district's supplements affect their individual pay.
Board actions and next steps: The board approved the compensation plan as submitted. District staff will implement the plan in payroll and publish the updated scales and supplements for employee reference.
