Gordon Brook pump-station work slowed by added shoreland permit; board signs applications and change order

The Town of Woodstock Select Board on July 15, 2025 approved paperwork to move the Gordon Brook pump station project forward after staff reported the electric cooperative required an additional shoreland protection application and the board approved related contract paperwork.
Staff said the project team originally submitted shoreland paperwork for three river crossings but discovered a fourth crossing needed permitting. Although staff said the New Hampshire Department of Environmental Services (DES) may waive shoreland permits for certain utility pole replacements, the electric cooperative insisted on a separate submission for the fourth crossing. Staff told the board the additional submission will cost $605.
Board members approved a motion to sign the shoreland protection application and authorized appropriate signatures. The board also approved payment number 4 for work on the pump station and signed a formal change order to adjust the project specification after a supply issue required swapping variable-frequency drives (VFDs).
Staff said the electric company remained the gating step for scheduling; once the shoreland application is submitted the cooperative will proceed with its review and on-site work. Board members recorded the motions, seconded as appropriate, and voted "aye" on the applications and change order.
