Pampa adopts updated Gray County hazard mitigation plan to preserve FEMA funding eligibility

The Pampa City Commission adopted Resolution R25‑019, approving the updated Gray County hazard mitigation plan. Staff and the commission described the plan as a five‑year update that documents local hazards and mitigation priorities, which the city must adopt to remain eligible for FEMA mitigation funding and reimbursements.

Troy, the city’s emergency-management representative, told the commission the plan is reviewed every five years and that participation preserves access to FEMA reimbursement for mitigation projects. He noted the plan covers a broad set of hazards — tornadoes, hail, wind, and wildfire — and includes recommendations for mitigation measures, public outreach and equipment. “You can’t get FEMA funding or reimbursement if you don’t participate in the program,” Troy said. The plan addresses wildfire as the city’s greatest local threat and lists options such as prescribed burns and brush management, though Troy cautioned about the liability and expense associated with prescribed burns.

Wendy (title not specified) added that the plan is an all-hazards document, not solely a fire plan, and described it as a valuable regional tool prepared with Panhandle Regional Planning Commission assistance. The commission moved, seconded and approved the resolution; no public opposition was recorded.
