Commission approves interlocal with Panhandle Regional Planning Commission for regional 9-1-1 services

The Pampa City Commission approved a resolution authorizing the mayor to enter an interlocal agreement with the Panhandle Regional Planning Commission (PRPC) to continue receiving 9‑1‑1 public-safety answering point services and related equipment and support.
John Schamberg, regional 9‑1‑1 director at PRPC, outlined PRPC’s role as a council of governments providing 9‑1‑1 services, equipment, GIS support and training across 24 Panhandle counties. He told commissioners PRPC supplies the infrastructure that links callers to dispatch centers and described PRPC-funded programs that assign rural addresses, provide rural road signs and support dispatcher training. “We provide 9‑1‑1 services and equipment for 24 counties in the Texas Panhandle,” Schamberg said.
Schamberg said PRPC receives state funding and described the regional funding model, including per-line and per-device surcharges that support rural dispatch centers. He emphasized the benefits of keeping local call centers staffed by local dispatchers who know local roads and landmarks.
The commission moved, seconded and approved resolution R25‑020 to authorize the mayor to sign the interlocal agreement. No amendment or public opposition was recorded.
