Board reaffirms Minnesota State High School League membership after heated Title IX debate, 6-1

The Prior Lake-Savage Area Schools Board of Directors voted 6-1 to renew district membership in the Minnesota State High School League (MSHSL) after an extended discussion during which board members and public commenters raised legal and equity concerns. Board members moved and seconded the membership renewal earlier in the meeting; the item generated questions about whether MSHSL bylaws require member districts to implement specific eligibility standards and whether the district could add contract language to limit legal risk. Athletic Director Jeff Marshall explained the practical scope of the League's authority: "The high school league specifically governs post season, which is sections and state. ... The regular season, all of the scheduling ... is handled by conference and by schools." He added that when a district registers with the MSHSL it agrees to comply with the bylaws that govern postseason play. Several speakers and board members referenced ongoing federal scrutiny and litigation involving MSHSL policies that govern participation by transgender athletes; commenters urged the board to protect girls' athletic opportunities under Title IX. Others and several board members emphasized the practical consequences of leaving the League, noting that non‑membership would disrupt schedules and postseason eligibility and could prompt families to leave the district. Director Johnson, addressing Athletic Director Marshall, thanked district athletics staff for their work: "I just wanna say thanks for everything that you do ... the extensive amount of work that you do for every single student, every athlete ... is phenomenal." After debate, the board voted to renew the district's membership in MSHSL; the motion passed 6 to 1. Administrators and coaches told the board they believed continuing membership preserves access to postseason competition and established conference scheduling while the larger legal questions about MSHSL policies are resolved outside the district.
