The mayor said the fund is needed so the city can accept donations from labor groups and other sponsors to run the program locally. She said the Indiana Plan will hold open houses and orientation in advance of classes planned to begin in October, with an initial goal of providing stipends and boots to graduates; the mayor estimated the cost to run a class at roughly $12,000.
Council discussion: Council member Beieszczynski explained that a nonreverting fund means donations placed into that account can only be used for the worker-development program and not for other city purposes. Councilman Nelson asked to be added as a sponsor to the ordinance. Sponsors requested second and third readings at the Aug. 4 meeting so the city can finalize contracts with the Indiana Plan and begin soliciting sponsors.
Why it matters: The change enables the city to accept private sponsorships and to run a local workforce-training cohort designed to place residents into construction and related trades. Proponents said classes will be held in City Hall and will prioritize transportation and stipends to remove barriers for participants.
Status: The ordinance was introduced on first reading and will be scheduled for second reading; sponsors requested consideration for an expedited third reading to allow the program to start enrollment and training in the fall.
