Staff said the property was originally dedicated to the city under past zoning requirements as a public green space but is steep, underused and has repeatedly required tree maintenance. Staff described the property as effectively functioning as private backyards and recommended allowing sale to adjacent homeowners to place the parcel on private tax rolls and reduce ongoing maintenance costs.
Councilmember Christina (speaking in committee) said the parcel lies in Ward 4 and that neighbors have been treating the area like their backyards. Staff said the CIC could handle disposition and the administration will move the matter onto the council agenda for final action.
Why it matters: The proposed disposition would remove a small parcel from city maintenance responsibility and regularize current usage. Staff framed the change as aligning legal ownership with actual use while providing an opportunity for adjacent owners to acquire the land.
