CRA narrows nonprofit funding program to affordable-housing activities after state law changes

CRA staff told the board the agency must narrow the A Guide program because recent state legislative changes restrict some categories of nonprofit support. The board voted to accept the proposed modifications, keeping funding eligibility focused on affordable-housing activities on city or CRA-owned property.
“Most of the nonprofits that we were supporting previously, we no longer are able to,” staff member Renee said when describing why the program was being revised. “The only category that we could, in fact, keep was affordable housing.”
Staff explained the revised guidelines remove recreational, cultural-facility and economic/business-development categories from the A Guide program so the CRA can continue to support affordable-housing organizations that operate on city or CRA property. The board approved the modification on a motion; a roll-call vote recorded affirmative votes from Chair Burns, Vice Chair Markert, Deputy Vice Chair Cassell, Commissioner Carney and Commissioner Long.
Staff said the backup materials included the revised program guidelines and that the city will absorb some program duties as the CRA transitions affected categories. No dollar figures for future awards were finalized at the meeting; staff said funding and program administration would follow the revised guidelines presented.
