The Navasota City Council on July 14 approved a development plan permitting a personal service shop (massage/day spa) at 612 East Washington Avenue in the city’s B‑1 general business district. Development Services staff said the owners have restored the house to its original appearance and that the use is permitted in B‑1 zoning; development plan approval is required because the property lies in the city’s overlay district. Randall Paulus and Tina Nguyen, the applicants, confirmed they have not begun operations pending final council approval and that the house includes a separate garage apartment used for residential rental. Longtime resident Boyceann Miller spoke in support of the owners’ restoration of the property and urged council to welcome them. The council approved the development plan; the motion carried with no recorded opposition.
