Council adopts fiscal-year sewer assessments at current rates; rate study scheduled for coming year

The City Council on Wednesday adopted resolutions approving sewer service assessments and charges for fiscal year 2025–26 at the rates established in the city's 2020 rate study. Finance and Public Works staff said the city bills roughly 3,400 parcels through the county tax roll and directly bills about 170 parcels that do not receive property tax statements.
Finance staff advised the council that there are no rate increases for the coming year because the 2020 rate structure remains in effect; staff said a new rate study is planned beginning in the second quarter of the fiscal year to inform rates for future years. The council adopted the assessment resolution and directed staff to file the assessment roll with the county controller so the charges can appear on fall tax bills and to bill directly those parcels not on the tax roll.
Assistant Public Works staff said the sewer enterprise fund revenues are dedicated to sewer operation and maintenance; staff noted ongoing capital and maintenance work such as smoke testing and replacement projects financed from the enterprise fund. The resolution passed on a roll-call vote with all present council members voting in favor.
