The Community Development Committee recommended that the City Council rezone a 0.58-acre parcel at 6004 Old Collinsville Road from multifamily residential to B-1 P (planned community business) and amend the city’s future land use map to allow a proposed 6,640-square-foot commercial building to proceed to full council consideration.
The recommendation followed a presentation from the city’s community development staff. “So again, this is a rezoning for 6004 Old Collinsville Road. This is a planned use submittal,” said Abby, the community development coordinator. Abby said the parcel currently is paved and vacant and that the proposed building would produce a floor-area ratio of about 0.26 on the 25,264.8-square-foot lot, well under the 0.75 FAR allowed in general commercial zoning.
Why it matters: the parcel had been reserved as Outlot A in the Pinewood Village subdivision but retained an MR-1P multifamily zoning designation when surrounding residential development was built. Converting the parcel to B-1 P would align zoning with the developer’s intent and allow commercial tenants to locate at a major intersection, staff said.
Committee discussion and conditions: Committee members asked whether prospective tenants were identified; Abby said none had been secured. Staff recommended approval with conditions requiring compliance with B-1 bulk and area regulations; a six-foot vinyl privacy fence along the east side abutting multifamily residential; photometric, landscaping and signage plans that meet city code; and adherence to the City of O’Fallon commercial design guidelines. Abby noted the preliminary site plan currently shows one ADA stall but “this will need to reflect two in the future.”
The planning commission had previously approved the matter unanimously before the committee review. Jessica Lotz, representative from Ward 2 and chair of the Community Development Committee, summarized the parcel’s history: “When this was originally approved, this lot was part of the bigger residential subdivision,” and said the owner previously indicated an intent to convert the outlot to commercial.
Formal action: A motion to recommend approval carried on a roll call vote and will be placed on the full City Council agenda. Roll call as recorded in committee: Lots (yes); Roach (affirmative); Rosenberg (affirmative); Parchment (yes); Mylart (yes); Campbell (yes). That recommendation is advisory; full council will take final action.
Details to note: required parking was listed as 27 standard spaces and two ADA spaces; site access will be from Old Collinsville Road; utilities will be provided by the City of O’Fallon (water) and Caseyville Township (sanitary sewer); a dumpster enclosure, monument sign and final landscaping plan will be required as part of later submittals.
Next steps: The committee’s advisory approval and future land-use amendment will go to full City Council along with final design submittals for staff review.
