City reaches tentative four‑year agreement with IAFF Local 23 69 including annual 3.25% wage increases

City staff reported on July 14 that negotiations with IAFF Local 23 69 (the firefighters’ bargaining unit referenced in the presentation) produced a proposed collective bargaining agreement covering Jan. 1, 2025 through Dec. 31, 2028.
The significant terms staff listed include annual wage increases of 3.25% in 2025, 2026, 2027 and 2028; conversion of the paramedic stipend from a lump sum to a percentage of base wages (with an average 3% increase spread over the four years); expansion of residency requirements to within a 50-mile radius of the intersection of Essington Road and Jefferson Street (to mirror Local 44); and revised language on staffing, training radius, travel pay, grievance timelines, promotion eligibility and discipline language for 40‑hour positions.
Staff said the agreement is similar to the contract approved last week for IAFF Local 44 and that the city and union negotiated the terms cooperatively; the collective bargaining agreement appears on the regular meeting agenda for council consideration (council memo 4 13 25).
