Council OKs annual interlocal allowing Cleveland ISD to use Civic Center as reunification site

The Cleveland City Council unanimously approved an interlocal agreement on July 15 allowing Cleveland Independent School District (CISD) to use the Civic Center as a reunification site in the event of a school emergency.
City staff said the district requested a formal annual agreement so that, if an incident requires students to be relocated from a campus, the Civic Center will be an identified and prepared reunification location for parents. Staff said Chief Anderson participated in site walkthroughs with district staff and the city attorney reviewed the draft agreement.
“This is just the way they're working on one of their many emergency plans... they’ll be able to pick up their kids at the Civic Center so that they're not all rushing that campus,” a city speaker said during the discussion. Staff emphasized the arrangement is intended as a contingency and is not a routine use of the Civic Center.
The council moved and approved the interlocal agreement 5–0. City officials described the arrangement as a precautionary measure that supports first responders’ ability to access campuses during incidents and to provide a centralized location for family reunification.
Next steps: the city will execute the interlocal agreement and coordinate operational details with CISD and the police chief so the Civic Center is prepared if needed. No recurring financial obligations were identified in the July 15 discussion.
