The Cleveland City Council on July 15 approved a resolution supporting the city’s application to TxDOT’s Transportation Alternatives (TA) competitive program for sidewalk projects on East Houston Street (from Peach to Truman) and Peach Avenue (Houston to Neville).
City staff said the program funds non-motorized transportation improvements — sidewalks, pedestrian and bicycle facilities — and invited the council to back the application so staff could proceed with the second-phase submittal. “That’s kind of our heavy, school kind of zone there,” a staff presenter said when describing the East Houston corridor.
Staff provided a worst-case estimate of about $4.5 million for both corridor projects, with a 20 percent local match of approximately $915,000. City staff said they expect TxDOT to make awards in August and announce winners in October; if awarded, the city would next identify funding for the local match, potentially through EDC participation, sales tax notes, or reserves.
Councilmember Rachel Hall asked whether the school district might help fund sidewalks near the junior high and high school; staff said they could explore the conversation but noted the program requires a single sponsoring local government and that school budgets may be constrained.
The council voted 5–0 to approve the resolution of support so the city could complete the TA application process.
Next steps: staff will finalize and submit the application and, if selected, return to council to discuss match funding options and project schedules.
