Council reopens Hangar Q for proposals, approves Hangar L award and airport access agreement

The Cleveland City Council on July 15 rejected a previously awarded request for proposals for Hangar Q at the municipal airport and authorized staff to solicit a new RFP, then later awarded a separate hangar RFP and approved an airport access agreement.
At the start of the airport discussion, city staff asked the council to “release” the prior Hangar Q award after no contract activity in about a year. “It is the very first hangar at the airport... about a year ago, this was awarded to a particular company. ...It has been in limbo for that time,” the staff presenter told the council. Councilmember Mike Waters moved to reject the prior award and seek a new RFP; the motion passed 5–0.
Later in the meeting, after an executive session, the council returned to award another hangar RFP: a motion to “award RFP to Apollo MedFlight and city manager to negotiate” passed 5–0. The council also approved an airport access agreement and authorized the city manager to finalize and execute it by the same 5–0 vote.
Why it matters: Cleveland’s airport is an asset the council and staff said they want to activate with tenants that will pay rent and support airport operations. City staff said they want fair, competitive processes and tenants who will contribute to the airport’s health and growth.
What was decided: the council rejected the dormant Hangar Q award and directed staff to seek a new RFP. Separately, council gave the city manager authority to negotiate and execute agreements related to airport access and awarded an RFP for Hangar L to Apollo MedFlight; both actions passed unanimously.
Next steps: staff will issue a new RFP for Hangar Q and proceed with negotiated documentation for the Hangar L award and the access agreement. Council did not specify lease terms at the July 15 meeting; staff will return with contract documents for execution.
