County to present two-phase events and recreation building contract to commissioners next week

Public Works Director David Waimer told the Board of Commissioners on July 15 that staff will present a two-phase contract for a permanent events and recreation building at the next meeting.
Waimer said the two-story approach provides storage and growth capacity and that shrinking the footprint or making the building one story did not produce sufficient cost savings. He advised the board that signing a two-phase contract now would lock in current prices for phase 1 and help secure materials for construction next year.
The director said some of the project cost would be covered by money available this year but that a supplemental appropriation will be required because the capital expense was not planned in this year's events-and-recreation capital budget. He also said county "0.09 money" approved for the project and potential future funding sources such as hotel-motel tax revenue or dedicated capital-improvement lines would be used to fund the remainder across fiscal years.
Waimer said the county will send the contract to the board for approval next week and outlined how a two-phase purchase would let the contractor buy supplies early and limit price increases. "By doing the two phase approach and signing it now, we will lock in the price to to carry us through the start of next year," he said.
He also briefed the board on related facilities matters that will affect timing and space-use, including repairs that will free up space used by community health and extension, potential relocations for the noxious-weeds program, and a plan for a parking lot chip-seal and future field rental fee work.
Waimer asked if there were objections to placing the contract on next week's agenda; no commissioner objected during the meeting. Staff will present the proposed contract and any required supplemental appropriation or budget adjustments to the board for formal approval at a future meeting.
