Kitsap staff reports early community visioning and concepts for Silverdale Regional Center plan

Jim Rogers and project consultants updated the Planning Commission July 15 on the Silverdale Regional Center plan, summarizing community workshops, stakeholder input and early concepts intended to guide design standards, public investments and implementation strategies.
Rogers said Silverdale is one of 30 Puget Sound Regional Council (PSRC) regional growth centers and that PSRC expects centers to reach a minimum of 18 activity units per acre now and to target 45 activity units per acre by 2044. He said the county's planned target for Silverdale is "about 46.2" activity units per acre by 2044 and that as of 2024 Silverdale had approximately 17.3 activity units per acre, driven about 80% by jobs and 20% by residents.
Consultants have completed a market study and led a visioning public workshop with 27 participants plus an online survey that attracted 131 responses. Rogers summarized recurring themes: preference for small, locally owned retail rather than more big-box stores; demand for workforce and senior housing; strong support for public spaces, pocket parks and waterfront improvements; interest in better pedestrian and bicycle infrastructure; and concerns about parking and stormwater as potential barriers to redevelopment.
Workshop discussions produced early concepts that emphasize trail- or creek-oriented development along Clear Creek, east-west multimodal connectors, reuse of underutilized parking lots and a potential role for a ferry connection between Silverdale's Old Town and Bremerton. Rogers said the Kitsap Mall ownership participated and that the mall could be a catalyst site for mixed-use redevelopment. He said the plan team will produce concept refinements in July and August, hold a second public workshop in late August and aim for an 80 percent draft in November to support the county's application to PSRC for center designation.
Commissioners and staff discussed outreach to community organizations, the Central Kitsap Community Council (CKCC) subcommittee and the County Health District; attendees praised hands-on workshops and encouraged further inclusive engagement. Rogers said final design guidelines and implementation strategies will be brought forward in a subsequent round of hearings and deliberations with the commission and the Board of County Commissioners.
No formal action was taken at the July 15 briefing; staff requested commission feedback and said it would incorporate commissioner requests into the next stage of concept work.
