Council concerns and direction
Several council members and staff expressed concern that high‑school groups coached by the operator in recent years were not consistently included under the national membership policy, creating potential liability for the town. As Council Member Randall said during discussion, relying on a third‑party membership program leaves gaps if students or teams are not properly enrolled.
The council pulled the consent item and directed the operator to obtain and produce a commercial insurance policy for Clover Aquatics that names the Town of Hollywood Park as an additional insured and that clearly covers all participants in programs run by the company. Staff said they will verify company standing with the Texas Secretary of State and require proof of the requested insurance before returning the item for council action.
No formal vote was taken on the contract; council members emphasized the town’s interest in keeping swim programming available while protecting the town from uncovered liability.
