Plan Commission grants three-year extension for Kings Crossing improvements, sets adjusted security amount

The Monroe County Plan Commission voted unanimously, 8-0, to grant a three-year extension of the performance period for SIA-22-24, the Kings Crossing subdivision final-plat amendment, extending the deadline to Sept. 20, 2028, and to require a posted, adjusted security amount of $135,241.47 based on the updated cost estimate; the commission also granted a waiver of final hearing.
Planning staff described the site as Kings Crossing at Arlington Road and State Highway 46 (Finance Road) in Richland Township and summarized the incomplete work: one remaining undeveloped lot (Lot 9B), an unfinished segment of road and an 8-foot side path. “They are pursuing the renewal for a performance period extension,” a planning presenter said, and staff reported the developer must submit an updated cost security and supporting documents.
Staff told the commission the subdivision plat was recorded Dec. 5, 2013, and the developer currently has a letter of credit of $43,730 on file; that figure reflected a 2014 reduction from an original letter of credit that exceeded $90,000. The developer and county agreed to an updated construction estimate of $101,608.92; applying inflation and interest produced an adjusted required security of $135,241.47. Staff said the interest portion of the calculation is about $33,632 and that the updated letter of credit will be required to be submitted by Sept. 12, 2025.
Staff said the county will require updated performance-bond paperwork and an updated subdivision-improvement agreement before final acceptance and that a separate maintenance bond will be posted at the time of county acceptance of the road into the county inventory; the highway department will manage acceptance and maintenance-bond administration.
The petitioner, who joined the meeting online, was present but could not be heard because of a technical issue and posted in-chat that he had no further comment. One commissioner thanked staff for working with the developer on the updated estimate. A motion to approve the three-year extension, the adjusted inflation amount and the waiver of final hearing passed 8-0. The action directs planning staff to collect the updated security and assemble the documentation required before final acceptance.
