Plan Commission approves written findings for Southern Meadows, corrects one line and authorizes signature

The Monroe County Plan Commission on a unanimous 8-0 vote approved written findings for SPP-24-4, Southern Meadows Major Subdivision Preliminary Plat Amendment 2, corrected Finding 13 to read that "approximately 26% of phase 3 remains to be completed," and authorized the planning commission president to sign the document for submission to the reviewing court.

County legal staff told the commission the findings are the written record required to support the commission’s decisions in the ongoing judicial-review action. “These are proposed findings in fact, which you're required to consider and approve,” Dave Schilling, County Legal Department, said, and he said the findings would be submitted as part of the court record “within two or three days.”

The change to Finding 13 was requested during deliberations; a commissioner flagged that the draft should read “phase 3” rather than the existing text. The motion to approve the findings with that correction and to authorize signature by the planning commission president passed 8-0.

Planning staff also said they clarified a naming issue in the draft by spelling out an acronym tied to the development plan for two phases; staff indicated that revision appears on page 9 of the packet. The packet introduced into evidence at the start of the meeting included the Monroe County Development Ordinance as adopted and amended, the Monroe County comprehensive plan as adopted and amended, the Monroe County Plan Commission rules of procedure, and the cases that were legally advertised and scheduled for the hearing.

No further public comment was recorded for this item; commissioners did not propose additional substantive amendments beyond the correction to Finding 13. The signed findings will be filed as part of the administrative record for the court’s review.
