The commission approved a conditional use permit July 15 allowing an existing downtown barbershop to expand into a larger storefront at 115 13th Avenue South in the Downtown Historic (DH) zoning district.
Applicant Francisco Guerrero, who operates a 500-square-foot studio that grew during the COVID-19 pandemic, told commissioners he needs more space to accommodate customers and planned apprenticeships. “I'm just looking to expand from my 500 square foot shop to a 2,500 square foot shop to better accommodate my employees and myself and my child,” Guerrero said, describing regular daily foot traffic and event‑driven crowds.
Damien Snodgrass, associate planner, presented staff findings: the property is in the DH zone and utilities are available, and the proposed use is compatible with other downtown historic uses. The building and tenant-improvement work will require tenant improvement permits, plan review by building, engineering and fire departments, and inspections. Staff found the CUP criteria met and recommended approval with conditions that the salon comply with adopted building codes (IBC, IMC, NEC, IPC, IFC) and that the owner comply with all city codes and permit requirements.
No public testimony was offered. Commissioner Garner moved to close the public hearing; the commission moved to approve the project with Garner making the motion to approve and Kehoe seconding; the motion passed on a voice vote with all present saying “Aye.” The CUP becomes effective 15 calendar days after written decision unless appealed.
The approval is for the conditional use permit only; any tenant improvements will be reviewed and inspected by building and fire officials before occupancy.
