The Nampa Planning and Zoning Commission approved a conditional use permit on July 15 to allow a home‑based firearm services business that will perform Cerakote coatings, limited finishing, minor manufacturing and limited online sales at 7654 East Lightfoot Street.
Applicant Bodie High told the commission he currently operates the business in an industrial space but sought to move to his home because the lease there ended. “I'm requesting a conditional use permit so I can move the operation to my home. ... I just operate maybe one or two items a month,” High said. He told the commission any visitors are people he previously knows and that he already holds ATF licensing on pause pending approval.
Damien Snodgrass, associate planner, presented staff findings and proposed conditions. Staff found the site is zoned RS6 and is surrounded by similar residential properties, utilities are available, and no exterior changes to the residence are proposed. Staff concluded the use met conditional use criteria—subject to compliance with city codes and building and fire inspections—and recommended approval. Snodgrass noted the applicant must obtain a home occupation permit and maintain all regulatory permitting and ATF requirements.
Commissioners asked about building-permit requirements and inspections. Snodgrass said the building department now provides more specific guidance; applicants must apply for remodel and mechanical permits and pass plan review and inspections. The building department comment summarized those requirements and the fire department will also perform plan review and inspection.
Commissioner Morgan moved to approve the CUP with staff’s proposed findings and conditions; Commissioner Garner seconded. The motion carried on a voice vote with all present voting “Aye.” Snodgrass reminded the applicant that the CUP becomes effective 15 calendar days after written decision unless an appeal is filed and that no action should be taken until the appeal period has ended.
