Planning commission recommends vacating 30-foot utility easement at Prairie Parkway parcel

Lowry Engineering on behalf of Prairie Parkway 2 LLC asked the City Planning Commission on July 15 to recommend that the city council vacate a 30-foot Red River Valley Cooperative utility easement at 405120 Third Street South.
City staff presented the request and recommended approval. Assistant City Planner Forrest Steinhoff told the commission, “The request is to vacate an existing 30 foot Red River Valley Cooperative utility easement for electric lines that serve the 2 township parcels to the west of this parcel. The easement is no longer needed as these electrical lines are being relocated so they may continue to serve these homes and so that the developer may better utilize this parcel. No additional easements are needed.”
Staff said the city notified affected utilities and property owners and that no comments had been received as of the hearing. The commission heard a brief public clarification question from Amber Du, who asked whether she was addressing the correct agenda item; staff confirmed this hearing covered only the easement vacation.
After public comment closed, a commissioner moved to approve the vacation, the motion was seconded, and the commission voted in favor. The planning commission’s action is a recommendation to the city council, which will make the final decision.
The planning staff report attached four conditions to the recommendation; the commission’s motion approved the vacation contingent on those conditions. The hearing record contains no other substantive public opposition or additional conditions.
