Council hears South Davis Rec District update; possible pool expansion could cost about $20 million

Centerville — Councilmember Summerhays updated the council on recent South Davis Recreation District activity, saying the district approved a notice to the county of intent to increase its subsidy levy by 5% and is negotiating an interlocal agreement with the school district to define school swim-team cost shares and school contributions if a future bond proceeds. Summerhays said initial project planning for a pool renovation and expansion — including locker-room renovation, vestibule relocation and an outdoor six-lane lap pool or summer recreation area — has preliminary cost estimates "about 20,000,000 ish." The district is weighing whether to seek a bond when the current bond levy rolls off in January and is exploring alternative governance or shared-district models with other cities in Davis County. Councilmembers asked questions about long-term commitments and what happens if a city later leaves a district; staff explained debt-service obligations can remain and that departure terms are negotiable depending on interlocal agreements. Summerhays said the rec district is also pursuing grant opportunities for trails and recreation amenities. No council action was requested on the item at this meeting.
