Town planning staff and the attorney explained the measure does not increase permitted rear-yard coverage — the existing limit (20% of required rear yard or a maximum 350 square feet, whichever is less) remains in place — nor does it change the five‑foot minimum setback from property lines. Instead, the amendment allows residents to configure attached canopies and can permit canopies to be closer to the main residence, which helps in smaller lots where strict, older dimensional rules can limit practical designs.
Council members asked whether the change could reduce the physical separation between structures or increase runoff; planning staff said coverage limits and the five‑foot buffer remain unchanged and that gutters and drainage are addressed under existing code requirements. The council passed the ordinance on first reading; it will return for final adoption on second reading.
