Council dissolves Pioneer Village Commission, moves duties to Parks and Recreation; expands commission appointments

Selma — The City Council voted July 15 to dissolve the Pioneer Village Commission and transfer its responsibilities to the Parks, Recreation and Community Services Commission.

City Attorney Costanzo presented a resolution and implementing ordinance repeal that removes the Pioneer Village chapter from the municipal code and directs administrative consolidation. The resolution as adopted removed proposed language that would have expanded the recreation commission to 11 members; council elected to retain a smaller commission size to preserve quorum practicability. The resolution also clarified that a single person may serve on more than one commission and permitted relatives to serve concurrently — clarifying prior informal practice.

Council also appointed several people to the reconstituted Parks and Recreation commission during the same meeting: Janette Salodio, Armando Guerra, Hannah Torres and Brian Ramirez were newly appointed; existing commissioners Natalie Gonzales and Yolanda Torres remain on the commission. Council members said the changes aim to consolidate volunteer oversight of parks, Pioneer Village maintenance and programming while improving commission functionality.

The council waived formal first reading of the ordinance and approved the resolution after discussion; staff will proceed with administrative transitions and return any matters requiring separate council funding or contract approvals for explicit council action.
