The Sugar Land City Council voted unanimously on July 15 to award a $570,000 contract to Bass Construction Company Inc. for bay-door rehabilitation at public safety facilities, including multiple fire stations and the police department.
Herkmeier, a city project representative, told the council the work addresses inconsistent springs, rollers and hardware across bay doors and standardizes components to reduce failures that could hinder emergency response. “The importance of this is is our bay doors across our public safety, they have same different size springs, different size rollers, the hardware and mechanisms to them,” Herkmeier said. He said the upgrades will help ensure doors operate “24 hours a day, 365 days a year.”
Planned upgrades include standardization of hardware, installation of LED indicators to show door status, replacement of single photo-eye sensors with a 4-foot laser curtain for safety, and integration with bay heaters to prevent unnecessary heating when doors are open. Council member Singhal asked why only one bid was received; city staff said three contractors attended the pre-bid walk-through but only one submitted a bid and that engineers and purchasing judged the single bid to be within forecasted amounts. The project team said delaying and rebidding could raise costs.
Council members asked for the number of doors being updated; staff said 29 bay doors are included in the scope. Funding for the contract comes from 2019 general obligation funds (CIP: CMU2202). Motion to award was made by Singhal, seconded by Miller, and approved by roll call with all members voting yes.
