North River Shore LLC has entered into a stipulation and agreed order with Martin County to address a staircase installed without a permit at 869 Northwest River Shores Boulevard in Stuart. The company agreed to achieve compliance by Oct. 31, 2025.
Code investigator Tamika Bush testified she observed an unpermitted staircase on Feb. 4, photographed it and issued a notice of violation. The county posted the notices and a permit screenshot in evidence showed a permit application was "in process." On July 10, a company representative, Robert Ham, signed a stipulation agreeing to a final order requiring compliance by Oct. 31, 2025 and acceptance of a $100-per-day fine if the work is not completed by that date. The stipulated administrative cost of $350 was paid, Bush said.
Order The magistrate accepted county exhibits and the stipulation, entered an agreed order setting Oct. 31 as the final compliance date, and noted the county will execute the original signed stipulation when the original is received. The magistrate also noted the county must sign the order before it becomes final.
Next steps North River Shore LLC must complete permitting and construction consistent with the permit process by Oct. 31, 2025. County staff will finalize the agreed order when originals are exchanged.
