Stonecrest staff outlines 2025 resurfacing contract and flags delayed LMIG payments

Committee members pressed staff about several state maintenance funds that had been counted in the city budget but not yet deposited. Staff said payments of LMIG/LMEC (state local maintenance/grant) funds for 2024 and supplemental allocations remain held pending submission of the city's annual audits. "The highlighted ones we have not received the payment from GDOT, and that is tied to our annual auditing," Harry said.
Council members asked where the city was drawing money to pay for completed resurfacing if the state reimbursements were not yet deposited. Staff responded that the budget had assumed those LMIG funds and that work proceeded using city cash; once state payments arrive the funds will be credited back into the account. No new appropriation or budget amendment was passed at the meeting.
Background and budgeting: Staff presented a table of historical paving contracts and final paid amounts for fiscal years 2021–2025 and said the 2025 contract approved by council was for $2,375,000 against a $3,000,000 budget. The city will submit future LMIG applications (referred to in the meeting as the 2026 solicitation) by the stated deadlines and continue to identify roads with the lowest PCI (pavement condition index) for prioritization.
