Staff reports increase in gravel-pit violations; county offers August land-use training

Clay County planning staff reported 17 active gravel-pit violations, primarily related to setback issues, permit documentation and reclamation-bond or permit-copy shortfalls. Staff said one pit had completed reclamation earthwork and only awaits inspection, and two commercial storage parcels have violations that are actively being addressed. An administrative home-occupation issue was reported that may require a boundary-line adjustment to resolve operations across adjacent lots.
Staff commended the county’s pit inspector for thorough fieldwork and noted this time of year is when compliance findings are most numerous. Commissioners asked follow-up questions and staff said enforcement is ongoing and that many issues are under active remediation.
Separately, staff reminded commissioners of a Minnesota Counties Intergovernmental Trust land-use training scheduled August 7 in Waite Park (9 a.m. to 4 p.m.) covering defensible record-keeping and updates on case law and land-use topics; commissioners were asked to notify staff if they wished to attend.
