Council authorizes purchase of Smart Cover units to help trace sewer infiltration

The devices are intended as a diagnostic tool to prioritize repairs where smoke testing and other methods have not located major I&I sources.
The council authorized the purchase of four units at a total cost of $24,732.65 to be paid from the Water Service FY2025 operations budget. Council voted 5‑0 on the resolution. Staff said the purchase is part of an ongoing effort to reduce unnecessary flows to the treatment plant and improve collection system efficiency, and that the units will be deployed in targeted locations based on previous testing.
