DeKALB, Ill. — The DeKalb City Council on July 14 approved a special-use permit for Heartland Bank and Trust to construct a single-story, roughly 2,100-square-foot bank with two drive-through lanes and an ATM drive-through at 330 Grove Street.
City staff presented the site plan, utility and landscape plans, photometric details and building elevations. The Planning & Zoning Commission considered the application and recommended approval by a vote of 4-0.
The proposed building would sit at the southwest corner of Grove and South Fourth Street. The council discussed the site—s long-vacant status and expressed support for development of the corner. No representatives from the bank were present at the council meeting to address the item.
Alderman Larson moved for approval; Alderman Powell (recorded) seconded. The council voted by roll call and approved the special-use permit. Staff will proceed with standard permitting and inspections once site plans and building permits are submitted and fees paid.
