DeKalb approves on-site edible consumption at cannabis dispensaries

DeKALB, Ill. — The DeKalb City Council on July 14 unanimously approved an amendment to the city—s Unified Development Ordinance to allow on-site consumption lounges at licensed cannabis dispensaries, limited to edible products and subject to conditions set by the ordinance.
The amendment, introduced as a first-reading ordinance and then approved after waiving second reading, updates Article 7.18 of the Unified Development Ordinance to establish permitting conditions for on-site consumption of edibles at dispensaries and to prohibit on-site inhalable consumption.
The legislation arrives after the Planning and Zoning Commission recommended approval by a 4-0 vote. City planner Dan Olson and the city manager presented the ordinance language and described the restrictions the amendment imposes, including limiting consumption to non-inhalable products and setting conditions for operation and site selection.
Alderman Larson moved to place the ordinance before the council; Alderman Powell seconded. Speaking in support, Alderman Justin Carlson described a recent conversation with a veteran who said cannabis had helped with post-traumatic stress and said, "you have my support." The council then voted unanimously to waive second reading and approve the ordinance.
Nakia McAdoo, principal with Accel Leaf, was identified in the meeting record as the applicant for the type of dispensary that would use an on-site consumption area; she was in the audience but did not present testimony during the ordinance discussion.
The action changes the zoning framework to allow dispensaries to apply for a special permit to operate an on-site edible consumption area under the new conditions created in Article 7.18. The ordinance text specifies edible-only consumption and leaves enforcement and site-specific conditions to the permitting process and applicable city codes.
Council members did not identify additional regulatory changes to on-site consumption (such as permitted hours or occupancy limits) during the meeting; those details would be handled through permit conditions and follow-up code enforcement if needed.
