The Speedway Town Council on July 14 approved an agreement with HAP Industries Inc., d/b/a Christmas Decor Systems, to install and maintain holiday decorations on Main Street. Council amended the motion to state compensation would read "up to $30,000 per year," and approved the item by a unanimous 5‑0 vote.
Cheryl, the town communications/ events staffer who presented the proposal, told council the company installed previous years' decorations and handled maintenance and same‑day repairs. The contract covers installation of greenery on light poles, new themed elements (a gingerbread motif this year rather than snowmen or penguins), resin life‑size ornaments and additional lighting; the town will not place a Christmas tree in the roundabout this year because of the roundabout construction.
Cheryl said the contract is written as a one‑year agreement with an option to renew for three additional years. The estimated cost is expected to be under $30,000 with staff recalling an estimate near $27,050; the council asked staff to reflect "up to $30,000" in the motion to preserve flexibility for minor additions.
Councilors noted positive social‑media feedback about the decorations and emphasized getting display value through the winter season (mid‑November through the New Year) because of the assembly cost. The contract was approved as amended; staff will finalize the agreement and obtain the contractor's signature.
