Speedway Council approves temporary road closures and special-event permits for Brickyard weekend and fall parades

The Speedway Town Council on July 14 approved a slate of temporary road closures and special-event permits for summer and fall community events, including the West Indy Art and Music Festival, Jazz on Main, Light the Night on Main, the Holler Parade presented by the Indianapolis Motor Speedway and the Speedway Hometown Parade. The council voted 5-0 on each request.
The council approved a temporary closure of School Drive between Parkwood and Beauport Road for the West Indy Art and Music Festival on Saturday, Aug. 16 (rain date Aug. 17). "The West Indy Art and Music Festival is coming up Saturday, August 16 with the rain date of Sunday, August 17," the event presenter said, and requested closure from 8 a.m. until about 8 p.m. to accommodate food trucks and band trailers.
Councilors also granted a closure of 14th Street between Main and the alley for Jazz on Main on Saturday, Sept. 13, with closures beginning at 4 p.m. and streets expected to re-open by about 9:30 p.m.; and Main Street between Gilman and 13th Street (including closure of 12th at Main) for Light the Night on Wednesday, Dec. 3, with the requested closure period beginning at 3 p.m. and reopening by about 9 p.m.
Separately, the council approved a Holler Parade permit presented by the Indianapolis Motor Speedway for Thursday, July 24, 5–7 p.m., and voted to waive event fees. Louisa, speaking for the Speedway/IMS event, outlined logistics and said the event will include haulers arriving from the Allison Lane staging area and parking on Main Street from 5–7 p.m. She also requested the town help with road closures, public notice and barricades.
The council granted the Speedway Hometown Parade permit for Friday, Oct. 3, at 5 p.m., with a rain date of Oct. 4. Parade organizers Lane Warner, Christina Young and Gina Grove said the route will begin at IMS Lot 2, travel over 21st Street (noted in the request as 20 First Street) up Winton Avenue and conclude in the Speedway High School parking lot before the homecoming football game. They said 13 local businesses already committed as sponsors and requested fee waivers.
Council discussion included a request for event coordinators to communicate with youth-soccer organizers about the West Indy Art and Music Festival so parents would not be surprised by the School Drive closure. The council also asked event organizers to coordinate with businesses and residents in advance for all closures.
All event and road‑closure requests passed by unanimous voice votes recorded as "Passes 5‑0."
