The Connecticut Medical Board approved a departmental consent order resolving allegations against Dr. Adam Messenger, imposing a $5,000 civil penalty, a formal reprimand and one year of probation.
Joelle Newton, the department attorney, told the board the petition alleged Messenger failed to properly examine, treat, monitor and assess a patient, failed to obtain informed consent before prescribing Norditropin, failed to check the state prescription monitoring program prior to prescribing a controlled substance, and failed to maintain appropriate records. Newton said the proposed consent order imposes a $5,000 penalty, a reprimand and one year of probation that includes supervisory reports and required coursework and documentation.
Attorney Richard Brown, representing the respondent, told the board the allegations arose from an event that dates back and that his client has practiced for more than 20 years without prior board discipline; he said Messenger has agreed to comply with the consent-order terms, which include required record monitoring where at least a quarter of active records will be reviewed during probation.
The board voted to accept the consent order. Dr. Wolf recused from the vote; other members approved the order by roll call. The consent order settles the department’s petition without a contested hearing; the order’s terms will be enforced by the department and monitored during the probation period.
The board’s acceptance resolves the department’s current allegations against Messenger under the specified terms.
