Sponsor Councilor Cliff Ponti said the measure reflected concerns about out‑of‑hospital cardiac arrest at athletic fields, playgrounds and high‑use outdoor recreation areas and cited national and local examples demonstrating that immediate access to an AED can substantially raise survival rates. He asked the administration to identify locations where climate‑protected AEDs would be most effective, estimate costs for equipment and hardwiring or cellular monitoring, and identify grant opportunities.
Councilors discussed current AED placement — often inside concession stands or other locked buildings — and argued that hard‑to‑reach AEDs reduce the likelihood of rapid use during a cardiac emergency. The council agreed on the need for durable, climate‑controlled boxes and a standard for ensuring access that also alerts 911 dispatch; the sponsor noted those units typically cost roughly $1,000–$2,000 each plus installation and wiring.
The resolution passed; councilors suggested pursuing grants and partnerships and asked the administration to return with an inventory, cost estimate and recommended funding plan.
