A council sponsor said he had asked the administration repeatedly about inclusion of full‑envelope work and said he had been told CPC funds covered the front facade only. He asked for a formal appropriation order and a plan because construction is under way and bids are being solicited.
The council adopted the resolution, and members asked the director of city operations and the administration to present a definitive action plan — scope, estimate and schedule — to the finance committee.
