Orange County Community College requests $643,413.91 in additional ARPA funds to close out campus roofing and repair projects

Orange County Community College officials asked the Education & Economic Development Committee June 16 to approve a supplemental appropriation of $643,413.91 to cover change orders for roofing and building repairs at Morrison Hall and Horton Hall on the Middletown campus. Committee members voted to approve the request.
The request ties to a previously approved ARPA allocation: county records on the agenda showed $10,000,000 approved for capital improvement projects under Resolution 169 of 2023, with $5,000,000 provided by the county. College staff said $9,288,233.79 of that total has already been encumbered and the additional $643,413.91 is needed to fully cover remaining change-order costs.
Dr. Christine Young, president of Orange County Community College, thanked the legislature for prior support and invited committee members to tour Morrison Hall. She turned the presentation to a project representative, who described the change orders as largely the result of discovered conditions and required specialty materials: custom clay roof tile for turrets on Morrison Hall, masonry repairs to stone columns, additional work on a mosaic porch floor, and on Horton Hall the discovery that plywood decking and some insulation were missing beneath the roof, which required replacement. The presenter also said some HVAC upgrades were added as funds allowed: portions were in the base bid and other parts were added during construction.
College officials told the committee they had worked with the county finance department on the resolution language and said they have documentation and breakdowns for the change orders. A legislator asked whether the state would reimburse half of the county's outlay; college staff said they have already received approval for a 50% reimbursement and are in the process of collecting it through the established reimbursement process.
Committee members asked whether the additional work was primarily discovered conditions, whether any change orders resulted from plan omissions, and whether the architect had signed off; college staff said most items were discovered conditions, they were not aware of plan omissions, and the architect had approved the changes. The committee voted to approve the supplemental appropriation.
