Allegany County authorizes trails grant application and design contract despite one dissent

The Allegany County Ways and Means Committee on June 25 voted to authorize an application to the New York State Recreational Trails Program for $300,000 to develop recreational trails on county forest properties and to accept a $72,000 proposal from Larson Design Group for professional trail-design services.
Director of Planning Kier Durham described the Recreational Trails Program application and said county match would include a mix of in-kind services from the Department of Public Works, planning, and the Soil and Water Conservation District, plus $60,000 in county cash. "Construction of new recreational trails may include the construction of trails, new trail bridges, and or installation of appropriate signage along a trail," Durham said.
During discussion one committee member said, "I'm gonna be a no on this. Good conscience, I can't vote for those. We could have many miles of trails within the county, which are paid for by other nonprofit organizations and groups in the state of New York. I don't see the need normally, need for the ongoing, legacy costs of maintaining, a such trail. So I would be a no." The speaker was not named in the transcript.
The committee also approved acceptance of a $72,000 proposal from Larson Design Group, to be paid from ARPA funds, to provide detailed site assessments, conceptual and final trail designs, and bid-ready documents for future implementation. Durham said the design work "is kind of a prerequisite for the funding application" and that the design will support the grant application Delta Development is preparing for the board.
Both resolutions carried on voice votes despite the recorded dissent. The motions authorize staff to pursue the grant application and to execute the design contract subject to county attorney review and chairman execution approvals; implementation and construction would depend on future funding and procurement steps.
