The Saint Mary's County Board of Education on Wednesday adopted revisions to policy JCAA, renaming the document and updating procedures for school boundary realignment.
Staff said the policy had undergone multiple revisions, two readings (first reading May 7; revision June 4) and a public hearing June 18 with no public comments. The adopted language clarifies the policy's purpose—realigning attendance areas because of new construction, increased capacity, overcrowding, budgetary constraints, efficiencies, emergencies or school closures—and cites Section 4‑109(c) of the Education Article of the Maryland Annotated Code.
Key changes the board approved include a requirement that new assignment notifications to affected students be provided no later than April 30 of the school year prior to redistricting; removal of some schedule items and committee language; and an explicit statement that the superintendent will promulgate implementing regulations (including advisory committee membership and community engagement) consistent with state law.
Board members asked whether student representatives would be included on advisory committees; staff said the regulation accompanying the policy will define committee composition and that students, parents, staff and community representatives will be considered.
A motion to adopt policy JCAA as presented passed by voice vote.
