The City of Kankakee Planning Board on July 15 voted to recommend approval of a final plat for a major subdivision for QuickTrip Corporation at Riverstone Parkway and Route 4552, subject to five conditions including final city engineer approval and required security for public improvements. Board member Deb Terrell moved to recommend approval and attached the planning-office evaluation standards and five recommendations: final review and approval by the city engineer; required security for public improvements; an ALTA survey of the dedication parcel; a full covenant and warranty deed in proper form for recording or as determined by the City Attorney; and a title policy in the sum of not less than $10,000 or as otherwise determined by the City Attorney. Chip Warm seconded and the roll call vote was recorded in the affirmative by all members present. Planning staff said the project had been reviewed multiple times since an initial submittal and that remaining engineering comments were minimal; staff noted the plat review had no additional comments and that, by code, the board’s recommendation must be submitted to City Council within 90 days. Why this matters: The action advances a major subdivision that includes public improvements and dedications; the conditions the board attached address standard engineering, title and dedication requirements before the city accepts the dedicated parcel and public improvements. The board’s recommendation is advisory; final approval will be taken by City Council following the city engineer’s final sign-off and satisfaction of the listed requirements. Ending: The final plan of subdivision was approved by the Planning Board and will be forwarded to City Council after the city engineer completes final review.
