Champlain board declines village contractor for Du Bois Road hydrant; discusses timing and costs

The Town of Champlain on June 10 discussed replacement of a nonworking fire hydrant on Du Bois Road and voted not to hire the village’s contractor, citing cost concerns and the availability of town labor to assist with the work.
Supervisor Thomas Tremblay presented a village-provided parts quote of just over $5,000 for the hydrant assembly and said the village anticipated scheduling the work later in the season. The village’s contractor (shown in the documents as Fiaco/TJ Fiaco Construction LLC) provided an alternative quote of roughly $12,000 for parts and labor, which the town found to be materially higher than using the town’s staff to assist with the work.
Board members discussed that the hydrant has been out of service for more than two years, that the nearest functioning hydrants are several hundred feet away, and that replacing the hydrant reduces response risk for three nearby houses. The board agreed not to contract with the village’s contractor at the quoted price and asked the supervisor to follow up with the village to obtain a clearer schedule and to explore doing the work with village guidance and town crews when feasible.
A motion passed declining the Fiaco contractor quote; the board instructed staff to weigh parts costs, potential fittings in the ground, and to consider a modest extension of the hydrant’s lateral to reduce roadside damage from vehicles.
