Champlain board rescinds and reintroduces local law to make highway superintendent appointive; public hearing set

The Town of Champlain Town Board on June 10 rescinded a recently adopted local law that would change the office of town highway superintendent from elective to appointive, then reintroduced the same change and scheduled a public hearing.
Supervisor Thomas Tremblay said the original adoption on May 13 was set aside because the required publication and website posting of the public hearing notice did not comply with town code (chapter 17, subsections 17.6 and 17.3). The board voted to rescind Local Law No. 2 of 2025 for that reason and immediately introduced Local Law No. 3 of 2025, with a public hearing scheduled for 7:15 p.m. on July 8, 2025 at the Town of Champlain municipal building.
Under the proposed local law, the town board would appoint the highway superintendent at the annual organizational meeting; the appointee would serve until resignation, retirement, inability to continue, or removal by the town board through due process. The change is subject to a mandatory referendum, and the board directed that a proposition be placed on the Nov. 4, 2025 general election ballot allowing electors to choose whether to move to an appointive highway superintendent.
The board approved the introduction and the public-hearing resolution by roll call vote.
