Champlain establishes Sewer District No. 7 and authorizes up to $16.37 million in bonds

The Town of Champlain Town Board on June 10 voted to create Sewer District No. 7 and approved a bond financing plan authorizing up to $16,370,000 to pay for sewer infrastructure and related costs.
The board said it had completed the required State Environmental Quality Review (SEQRA) process and issued a negative declaration for the project, and that the map, plan and report prepared by Barton & Lejudice (engineers) were on file. The final order establishing the district was adopted after the board confirmed no timely permissive-referendum petitions were submitted following the May public hearing.
Supervisor Thomas Tremblay told the board the district would fund installation of sewer infrastructure — described in the project report as roughly 31,390 linear feet of sewer force main and related low-pressure collection facilities — that would convey flows to the existing village wastewater treatment plant. The town plans to finance the work through serial bonds and, as needed, bond anticipation notes while pursuing federal and state grants and reimbursements, the bond resolution says.
The bond resolution delegates authority to the town supervisor to issue bonds or notes, sets an estimated period of probable usefulness of 40 years, and pledges the town’s full faith and credit for repayment. The resolution also states that debt service will first be apportioned to benefited properties within the district and, if necessary, by ad valorem levy on taxable property in the town.
Board members recorded unanimous roll-call approval to create the district and adopt the related bond resolution. The board directed the town clerk to record the final order in the county clerk’s office and file required documents with state agencies.
