Clinton County Legislature approves multiple Plattsburgh International Airport projects, leases and contract amendments

The package bundles several committee‑recommended items the legislature said had been discussed previously in committee. The airport director, Chris Craig, briefed the committee earlier and the legislature moved the items forward by individual resolutions.
Key actions approved included Resolution number 4 58, authorizing increases to the capital project for runway lighting and airfield guidance signage; Resolution 461, awarding a bid for the de‑icing pad and fluid collection system phase 1; and multiple lease and memorandum of understanding approvals (Resolutions 462–467, 469). The legislature also approved Resolution number 471, a grant application to upgrade airport access gate control and security systems, and Resolution number 475, awarding a request for proposals for jet bridge maintenance and repair.
During debate on the jet‑bridge contract (Resolution 469), Legislator Timmons noted an error in the bid pricing for an economy line item. The legislature moved to amend the resolution to correct the pricing before voting; the amendment passed and the amended resolution was then approved.
Legislators repeatedly said the committee process had thoroughly reviewed most items before the floor vote. Several motions were made and seconded on the resolutions; roll calls recorded affirmative votes for the measures noted in the meeting record.
The airport package also included a contract amendment (Resolution 463) with Rapistan Systems Inc. and lease approvals with CNS Engineers Inc. and other tenants. One discussion item described combined revenues from two new tenants as exceeding prior cargo revenues from a previous carrier; the comment was offered by a legislator during consideration of the lease resolutions.
The legislature did not announce specific construction start dates in the public session. Most approvals were stated as based on committee recommendations and subject to the usual contracting steps and grant award conditions.
The airport director’s committee report and the resolutions move several procurement and capital projects closer to implementation; the legislature’s actions establish authorization to proceed with contracts and grant applications but do not itself complete construction work.
