Board reallocates ARPA funds to West Piedmont Planning District for broadband project management and annual contribution

Patrick County's Board of Supervisors on July 14 approved reallocating $46,079 in American Rescue Plan Act (ARPA) funds to the West Piedmont Planning District Commission to cover project management for a broadband Appalachian Regional Commission grant and to pay the commission's annual contribution.
County staff said the business development center project previously allocated those funds did not proceed and that the board was being asked to repurpose the money for broadband project management and an $11,079 annual contribution to the planning district commission.
An interim director from the planning district attended the meeting. Board members approved reallocating the funds by unanimous vote.
The reallocation will allow West Piedmont to provide project-management services tied to the county's broadband grant application and to maintain its normal annual contribution from the county. The county's action is an internal reallocation of previously authorized ARPA dollars; no new ARPA appropriation was requested.
Staff will coordinate contracts or agreements with the planning district commission to detail the scope of work and the timing for project-management services.
