A letter in the board packet from Bradley Wallace, president of the Patrick Springs Park Association, asked for additional support to help cover utilities, water and waste-service costs. Board members noted Patrick Springs is the only park connected to the public service authority and cited bills in the packet including a PSA water charge of $622 and waste-service charges the packet described as nearly $1,800 for recent months.
Board members discussed longer-term funding options, including rethinking how the county budgets for parks and whether a broader revenue source such as the transient occupancy tax (TOT) could be used for parks, tourism infrastructure and emergency response to visitor incidents. One supervisor suggested exploring using TOT revenue to bolster parks and fire/rescue resources tied to tourism.
Action taken at the meeting included a motion, approved by the board, to task the Parks & Recreation committee with reviewing expenses, maintenance needs and funding across all county parks and to return recommendations. The board also approved sending the already-budgeted annual contribution to Patrick Springs Park immediately rather than waiting until later in the fiscal year; the clerk and county staff will issue that contribution.
Supervisors said they would request additional detail from the park association and the Patrick County Public Service Authority (PSA) about any outstanding arrears before authorizing larger one-time payments. The board directed staff to obtain the exact past-due amounts and to present options for addressing arrears and long-term funding in the committee report.
The committee was asked to consider options including consolidating trash pickup or partnering with the schools for shared refuse collection, bulk purchasing of equipment or other administrative efficiencies to reduce recurring costs.
