Committee Approves Accounting Reclassification of Emergency Solutions Grant to HUD Account

The Bethlehem City Council Finance Committee recommended that the full council consider an accounting reclassification moving emergency solutions grant expense and revenue from the general fund into the HUD account. Committee Member Rachel Leon and Acting Chair Hillary Kwiatek voted 2-0 to forward the reclassification to tonight’s council agenda.
An administration representative said the transaction was previously approved by the committee but that, for accounting and federal reporting purposes, the associated revenue and expense should be recorded under the HUD account rather than the general fund. The administration said the same reclassification is reflected in a later agenda item covering CDBG and HOME adjustments.
Committee members asked whether the recategorization had been discussed previously; the administration confirmed it had been entered into the general fund at the previous meeting and is now being moved to the HUD account to comply with federal award reporting categories (federal schedule of awards and chart of accounts). Kwiatek and Leon recorded no changes to the substance of the emergency solutions program; the action was procedural to correct accounting classification.
The committee recommended placing appropriate legislation on the council agenda; final accounting changes and appropriation will be completed following council action as needed.
