Resident urges solution after repeated dog-waste incidents and cites front-yard fence restriction

Shirley Fisher told the council she has repeatedly asked neighbors to pick up dog waste that ends up in her yard and that the problem is ongoing. Fisher said she has photographic evidence showing dogs entering her front yard and owners not retrieving their animals’ waste.
Fisher said she has spoken with neighbors and with the West Allis Police Department and that the continuing problem has left her unsure how to proceed because city rules do not allow front-yard fences in her area. She asked the council for insight and help identifying options.
Mayor Devine asked Fisher to remain after the meeting recess so staff could speak with her one-on-one and explore next steps.
The council did not take formal action during the public participation period; staff follow-up was offered in the form of an individual meeting at recess. Fisher said she was not the only resident raising the issue and pointed to neighborhood signs asking dog owners to pick up after their pets.
